This mosque was built in 1914 and completed in 1915. The land was a waqaf land owned by Tuan Haji Ismail bin Hussein, a religiously pious man also known as Tuan Tulis. He built the mosque with his own expenses with the assistance of Tukang Kahar and the residents of Kampung Kuala Talang. The mosque was renovated in 1995 funded by a philanthropist, Tuan Hj Abd Aziz B Rentah.

Tuan Tulis's tomb has been frequented by the public since then. As a pious man, he was well respected. He is best remembered for his success in producing a handwritten copy of the Qur'an.
